i have a 95 civic ex with a p28 ecu i am putting a d16y8 into it but do not know how the wiring goes? would i have get a obd2 wiring harness? this is my first swap im doing so don't have a clue?

Use the harness from your 95 Ex. Almost all of the plugs are the same.. and the ones that aren't, you really don't need.

You will need to use an OBD1 nonvtec dizzy and an OBD1 alternator.
