electrical problem? help?

The problem is that my car wont start.

The only thing that turns on is the fan, SRS light in the dash, and headlights

I check:
-Fuses
-Relays
-Battery
-Starter

Everything is getting 12 v i don’t have a clue on what is going on..

HELP

you did any modifications to your car(stereo,amps,engine)?????
or you may fry your ECU
