Electrical: wipers on interval only when lights are on

So I have a 98 Civic LX. It has a strange electrical issue where the wipers only work on interval/intermittent when the headlights are on. Has anyone come across this before? Could it be fuse-related in any way?

Could it be related to another issue we discovered a while back - we took the car to the dealership to get a new keyless remote but they told us they were not able to get the new remote to work the the car's central security system and we would have to replace the car stereo in order to get another keyless remote ... it was going to be >$500 so we made do without.

Any thoughts would be appreciated. Thanks.

Most likely a bad ground. Check the G401 and G402 ground wire connections:

I finally got back to this (busy with other car probs) ... I removed the two kick covers in search of the G401 and G402 grounds. G401 was easy and I unscrewed it and cleaned it. However, G402 was a b***h to get at even after unbolting the ECU. Trying to get to the G402 bolt was incredibly hard and so I just ended up tightening it - it appeared to be dusty, probably because of the adjacent heat/fan unit but even if I had been able to unbolt, I was worried I would not be able to rebolt.

However, none of this made a difference - I still have to turn on my lights on (either one turn - parking lights or two - main lights) in order for both my seat belt alert and my intermittent wipers to work.

Does anyone have any suggestions? Admittedly, I did not pull G402 all the way out and clean it ... perhaps there's a better way to get to this? I read on one post about removing the glovebox, but it seems to be too far back and behind the heater unit for this to help. Anyone have a suggestion? Thanks.
