Engine locked? 96 civic

So my dumbass had no oil , the car cut off as I was driving I put a quart of oil in to get into base cuz I was right outside of the gate, it shut off again, i put 5 quarts in, now when I try to start it it just clicks once. What could be the issue? I'm thinking locked up ?

Put the transmission in neutral.

Will the engine rotate when you try to turn the crank pulley counterclockwise with a 17mm deep socket and a breaker bar?

Well that's the way to tell if your engines seized or not. Considering you ran it dry that's probably the case
