faulty bov

here is the scenerio

i build boost fine thru all the gears including 5th. 14psi. if i am cruzing on the freeway at say 70 and put my foot into it, she will start to bulid boost, about 5 psi, then i hear my bov fluttering and my boost gauge goes bananas up and down. this takes place for roughly four seconds and then she catches and boosts on to 14 psi. i thought maybe vacume/boost leak but she idles fine and buillds good boost suggestions and or ideas please and thank you

added info. fuel pressure good and runs 11.1 to 11.6 afr at wot.
wastegate good and 14 psi spring.
compressor seal good
all couplings are good and tight in good condition
no exhaust leaks

i figure pressure testing will find any leaks i didnt and if that is good bad BOV?

what kind of bov do you have? is the fluttering coming from the bov area or the turbo area? could be compressor surge

no, no surge it and it wants to build boost as normal, then the fluttering of the bov. it is coming from that side of the car. exact same sound my bov makes and while that that is happening the boost will drop and recover exactly as it does during a normal shift point, only im on the gas and it happens rapid fire in unison with my bov sound.

sorry for the late responce.its a cheapo so im replacing with a tial monday.i was just curious incase the problem persists. and pressure test netted one leak but it was tiny and the problem persisted. so any ideas from the community
