fiberglassing a dash

how do you fiberglass a dash, or can you strip the upholstry off and just paint it

sand ALOT! then some more, and then just a little bit, thick primer filler, then paint, sand sand sand sand then clear, then sand sand sand and then a lot more sanding all using 1500 grit. use rubbing compound a few weeks later about 5 times.
