Fluctuating RPM while driving, and while in park

Hello,
For the past couple of weeks when driving on the highway and trying to hold a particular speed, usually around 70mph, I will feel and see my RPM fluctuate every so slightly either up or down by about 200 RPM. It doesn't really make the car speed up or slow down, but it's just enough to make you feel like you're not quite in control.
The other day while in a parking lot, I started the car, and my RPMs went up to slightly over 2,000 RPM while in park! Then the rpm lowered by about 200 rpm, then fluctuated back up, and kept doing this. I would put the car in drive while holding the brake, and the RPM would drop down, but still well above normal idle speed. I didn't have this problem again for a few days, and then last night, it was doing it more frequently after starting the car.
I am not sure if it is related or not, but I did have a new distributor put on the car last fall after having impossible starts and my tach bouncing back and forth rapidly, but that was different than what the car seems to be doing now.
