Fuel delivery issues?

Alright, so, I've got a 99 civic ex all stock but a cold air intake. My problem started a few days ago when I noticed my engine running a little rough in idle. The next thing to happen was having trouble starting. I'd have to crank it for 30 seconds or so before it would start sometimes, and often times it would end up starting right as I'd stop cranking. I began to suspect the fuel system, and filled up my tank so gravity might help a little bit and the pump wouldn't have to work so hard, and it seemed to help for a little while. Next thing was the car being very bogged down when I'd try to give it more gas. It would run alright when the peddle wasn't pressed in much, but passed a certain point it felt like it was going to die on me. Could hardly make it up some hills. I tried replacing the fuel filter and then the fuel pump, but neither did anything.

I'm kind of a noob at all this and any help is much appreciated!

Do you have any codes? And have you done a simple tune up? does your exhaust have a strong oder of fuel?

Thanks for the response.

I haven't pulled any codes. Plugs and wires are quite new. I think I'll try replacing the distributor cap. I didn't notice any strong odor while it still ran. And oh yeah, I forgot to mention that it no longer starts.

Not the distributor cap or rotor. And when I say it doesn't start, I mean it cranks and sometimes will sound like it's about to go, but never does anymore.
