Fuel Needle Problem

Hey guys here's the story: I broke my fuel and engine temp gauge (the needles really) when I was messing around with my gauge cluster. Anywho, I bought a gauge cluster off of ebay for my same exact car and took the fuel/engine temp. gauge out of that cluster and put it into my stock original cluster. The problem is that the fuel needle keeps moving while i'm driving. The needle is supposed to be lower than the midpoint line right now based on me knowing how much fuel i usually have at the current mileage on my trip odometer. It keeps moving up and down, typically in increments of 3-7mm. The engine temp. needle works fine. I have never experienced this before. What do you guys think? And if any of you guys can get your hands on a fuel/engine temp. gauge for a 95 civic EX 5 speed cheap..then hit me up because i think i need a new one of this problem cannot be fixed. Thanks guys.

You really ought to have just put the new cluster in and left it at that...

You see, I believe that this problem would've happened regardless of whether I used the new cluster or not. At this point I feel that it is a faulty fuel gauge because this only happened since I put in the new fuel/engine temp. gauge. So if anyone can help, reply.
