Fuel pressure regulator gone bad?

Hey,guys.
I have a D16Y7 Coupe.
So the fuel regulator is suppose to be connected to a port in the back of my manifold. Thing is I'm driving right now without the vacuum line connecting both ports. When I tried putting on the vacuum line and connecting them the car drops its RPMs to around 100 (idles at around 500 when warm) and basically wants to stall. Went out to try it when i put the vacuum line. Took it to 5k rpm and it just shut off. I took the line off both ends and it raised its RPMs back to normal.
So whats the fault here? Has the FPR gone bad or is the problem somewhere else?

Try this:

Replug the vaccum line as it should. Reset the ecu either removing the fuse or disconnecting the negative cable from the battery for five minutes. Let us know the outcome =).

I went to change the belts and pump so I decided to ask him to check the regulator. He ended up putting on a new kind of bigger hose and did some sort of tune up? (he's an ex honda enthusiast) Now it hold about 750rpm with the hose on. Everything's alright. Thanks for the suggestion tho.
