Well I live in Iowa so I dont think we are very strict on stuff like that. But Ive heard that homemade turbo kits are hard as hell to tune is that true, and what would be the easiest way to tune it. Oh and Im looking at spending around 2500 and I would like to get to 240whp. What my setup will be is B18b1 longblock with B16 tranny, B16 pistons, milled head, cams, CTR N1 underdrive pulley, ITR flywheel, and I/H/E, But the I/H dont really matter if im turboed.

homemade kits will be no harder to tune than brand name kits...

do some research, read around, visit www.homemadeturbo.com, then make a decision if you want to buy a kit or piece one together yourself. also, your setup sounds like you are high compression, not a good thing to mix with forced induction

FYI, you can piece together a kit for about $1000 that will hit 240hp easy...
