hard steering after tie rod replacement

Im new here wanted to say hi to everybody and also ask for help. I had a shop replace the tie rods on my 98 civic lx. A couple of days later i noticed hard steering and after turning steering wheel wont return to center.Like it did before replacing tie rods. Can anyone shed some light on whats going on?

Sounds like they over-torqued the nuts.
