Honda civic Shifter stuck in park

My 1994 honda civic ex shifter is stuck in park and only work when you use the key on it, the problem isn't the brake lights so what could it be?

Could be an issue with your ignition interlock. As you put the key in and unlock the steering wheel it should also unlock the shifter allowing you to move the gear selector from Park to any other option.
