It's just held on by friction clips. You can pry it off easily. Just take your time. I did it when I ran some wiriing. Of course it would help if you take out the seats, but not necessary.

if its a coupe, then theres a screw under the cup holder, theres a bolt that is connected to your rear seats (fold them down and you'll see, and there some plastic screw like pieces on the back edge. After that, its juss pull out. Theres some push tabs on the back so you have to use a little force. You might have to take out your rear seat too

i'd remove your seats first to give you more room to work. but that piece, in a hatch, wraps all the way back into the trunk. it's one big ass piece. its just a few clips. just hard to get it off without breaking anything. take your time!

Is it like the door panel?
Yes, similar(or exact) as the door panel. I have a coupe if that makes any difference.

I am going to try tomorrow thanks =)
Will take as many pics as possible.

The reason I want to get behind that panel is to insure there is no rust behind that panel. There was surface rust that I took care of a few months back.
When I went to get it rust proffed I was told that they would need to drill 2 holes to grease that area but if rust has begun it will only slow it down.
So I would like to open and if there is any rust i'd fix it, primer and then grease with no holes needed =)
I don't think drilling a hole and spraying inside is REALLY going to cover a layer everywhere... thats shooting in the dark.

My question before going threw this endevor is will I see the body after i remove that panel?

Hmm, I don't remember taking out any bolts. I could be wrong, but I remember it being pretty straight forward.

The entire back seat can be removed. Easly.. (ripped off)
On the bottom there is one screw. Now looking from the front of the car back towards the trunk i see two plastic screw type things.
All 3 removed (screw and two plastic screws) i try to pry it off and nothing...

Juss looked at the Helms manual, 2D & 3 door, you dont have to remove that seat belt bolt.

Do you have a 3 or 2 door. If you have a 3 door, then that panel is more complicated and goes all the way into the rear hatch and is really big.

Heres the helms manual
http://g6civcx.angryhosting.com/ClubSi/Host/HelmsServiceManual1996To2000Civic.pdf

Go to pg 1290. This should help. Now that i think about, i should have done this the first time! Oh well!

just like the manual says...

the lower seat belt bolt (aka bolt c in the manual) has to be removed for the panel to come out, it has been that way on BOTH sides of my civic, and same with my friends civic im pretty sure.

That is not a a seat belt bolt, that is the bolt that allows you to drop the back seats and open up the trunk space. To get that out, go to the page about the back seats. Pretty much, juss drop your seats, remove the carpet on the back of it and then you'll see the bolts. Juss unscrew.

Ita Pg 1311 in the manual for the back seats.
