IAT Sensor causing Rich/High Idle??

Does anyone know if not having an IAT (Intake Air Temperature) Sensor hooked up could cause issues starting, idle A/F Ratio of around 12.5-13, or a high idle?? I've recently rebuilt my motor and dropped it back in, but did not hook up the sensor because I no longer have an intake elbow attached to the turbo, just a filter.

BTW, this is an OBD2B EM1. I know having OBD2 can cause some tuning issues as well, but just wanting to know if anyone's had experience with this issue...

Well, I hooked up the sensor to the harness and tied it up near the inlet of the turbo. It doesn't seem to make a difference. I'm wondering if my wideband O2 sensor is seeing the end of its' life... I do smell extra fuel and see smoke from my exhaust when at idle though. The weather is just crap today. I'm going to mess around with the fuel controller and stuff another day. Anybody with any other suggestions?

Ok, second thought... since I got no real response of the first, lol. If the ECT (Engine Coolant Temp) Sensor is getting too much resistance, such as if I had to re-connect the wire and for sake of temporary time saving I just used a butt connector, could that throw off the reading the ECU is getting? Such as when I try to start it when it's cold it's not getting enough fuel, but once it's warm it's running rich (as if the computer thinks it's cold and is trying to warm it up). Oh also, I have to give the engine gas to keep it running when I first cold start it, but once it gets slightly warm it will idle, but rather low (500rpm), then once warm, idles high (1400rpm). Anyone? Bueller??
