Idle help please

I bought the car a couple weeks ago. And have been doing a ton of work on it. The idle is a little weird. It idles a little high right now and the RPMs drop slowly. Even after its warmed up if I rev it to about 2500-3000 it drops to 1500 then goes up a little more and then slowly drops back to 1100. It also goes up when I turn the wheel. Any ideas of what it could be?

what model an what engine does it have in it? clean out the throttle body and intake along with the air idle control valve out with carb cleaner an let it dry, the gunk covers up the valves sometimes

It's a 1996 ex coupe with the original D16y8 in it. It has an intake on it. Everytime I turn the car off I hear a being released somewhere in the bay. Is that just air exiting the intake?
