Its virtually impossible to give you a realistic expectation of repairs without seeing the car in person or having exact details on whats been inspected to be the potential issue. IF, and I mean IF, he is being honest and he fried the power cable then its my guess that he likely fried the distributor or perhaps just part of the internals, maybe some relays, maybe more. If you are car savvy, inspect the hell out of it. You may just be able to part it out to recoop your money if you cant get it to run. My concern is that its been posted for sale for 24 days and not one Honda guy had picked it up for a quick fix. You lose nothing by checking it out, but be very cautious. Thats my best advice.
Also, I see a no radiator support and no viewable reinforcement up front, meaning the slightest front end collision could potentially heavily damage the radiator & turbo.
