Issues with my air flow direction

Hi guys im new to the site. i have a problem. i have a 99 civic ex which i picked up recently and i just figured that the air flow direction switch does not work. no matter what i use it doesnt select anything. blows air from front defroster vents and everywhere else. so i would like to ask where should i start looking for faults from?

FYI : i do not hear the door motor running when i select a position.. iam not sure if the vent door motor should be able to hear in these cars..
