Keyless Entry Programing Problems 97 Civic Ex

I recently bought a key-fob for my car that didn't come with one. When I do the normal programming procedure while holding the valet button in the key-fob will work the locks. As soon as I turn the key off and attempt to use the transmitter it does not work. Any help would be greatly appreciated .
