Need advice before buying new 2000 civic lx

Looking to buy a 2000 civic with 150k for $ 1200, owner says clutch is out but supposedly runs good. What are some things I should look for prior to buying this car to ensure it is in decent shape.

Compression test . List of all maintenance done .clean title .
Good price .

Auto or manual?
Does CO have emissions/inspection tests? Will the car pass?

Get CarFax information.
Verify that the chassis and engine VINs match.
Ask owner why he thinks clutch is bad. The answer should be that the clutch slips. Any other answer is suspect.
Check whether the stock D16Y7 engine has been swapped with another engine.
Check whether the CEL and SRS lights have been disabled.
Make sure all lights, heater, and A/C work.
Check the engine oil, transmission and power steering fluid quality and level.
Check for oil leaks at top and bottom of engine/transmission and leaks from steering rack boots.
