Need CA Emissions help!

So my completely stock 93 civic (d15b7, auto) failed Ca smog pretty badly :/ No CEL light is showing.
So far I have changed the cap, rotor, plugs and wires, oxygen sensor and set the timing to spec.
The car also has a fresh oil change and new air filter. And yes, I thoroughly heated the cat up prior to the test.
Also the car hasn't gotten great gas mileage since I got it, about 200 miles or so to a tank.
Any help or ideas would be greatly appreciated =) I am at my whits end.

A hich HC and CO reading would mean you have a rich mixture.
You might want to do a compression test if the things you did don't help.

I might add that these numbers came after I did all that work to it :(
The car runs absolutely great other than it not passing smog.
Also what could cause it to run rich, other than a bad O2 sensor?

Ok, I ran a compression check today and it's not great, but not to terrible either for a motor with 170k on it.
1: 150
2: 135
3: 140
4: 170

What else could cause this and not throw a light? Could a bad cat make it fail that badly?
Should I get a hold of a fuel pressure tester and check the fuel pressure?

ok, disregard my previous compression test, I did it cold like a moron. I tested it hot and the numbers where much better.
Anyone have a clue on what else I can check?

Well, compared to Cylinder 4, Cylinder 2 is pretty bad (20% difference from 170).
You're looking for a compression difference of no more than 10% for any combination of cylinders.

Here are the things that would cause a High CO count:
Bad Fuel Injectors
Vacuum Leaks
Bad Cat
Bad Thermostat (Open)

Here's for the HC:
Vacuum Leak
Low Compression
Worn Valves
Oil in Cylinders
