Need help setting up website.

I'm setting up a website for an organization at school and don't know how to go about it. I need to get the domain and just the site up. Programming the site will be done by another member. Any tips and what kind of price i'm I looking at. Its just a site for info and maybe some links to download applications etc. noting that requires a lot. thanks
