Need help to start my honda

I have a 2000 Honda Civic, it has been starting and running excellent. I left it in the parking lot at my work monday night, it was alone and we had all the wind and rain from Hurricane Sandy, it has yet to start. I sprayed the plug wires and coil box with spray and it turns over okay and almost started a couple times but it still won't catch. I could smell some gas, but how would I check to make sure it is getting fuel and fire. I contacted the previous owner and he stated it had done this a couple times after going through big puddles, but it dried and started. Any help would be great!

Remove distributor cap, allow dizzy to dry, replace cap, see if it starts. If it does, be sure that the distributor cap gasket is sealing well.
