Need help with speedo and wires.

So I have a 95 civic and the speedometer and odometer are not working. The check engine light is on and its throwing up code 17. I have replaced and checked all the fuses and the owner before me said he replaced the VSS. My question is did the kid's hack job of wiring ruin the speedo?

Should these be plugged in anywhere?

I just do not understand where the blue and red wire plug into? And could that be messing with the speedometer? Any help will be appreciated.

definitely not factory. Someone butched something up. could be power & ground for reverse glow gauge set that might have been in the car at some point. Don't think it messed up the speedo. need a picture from a lil further back from the harness to see where the wires go.

So the red wire is coming off of the cruise control. I traced the blue wire to this:

I pull the blue wire and that connector comes up with it. I think it may also be the blue wire connected to this:

Also my dashlights have never worked so maybe the guy did have some kind of 'special' gauges on them.

another question though is would anyone be able to tell me if this should be connected somewhere?

Why would they wire it into the cruise? does either of them read as a power wire on a test light?. I would remove them ad tape up anything that was tapped into. That plug looks important. take your driver lower dash panel off and see if you can find it's mate on the fuse box or under there somewhere.

I checked both wires and neither had power. I then took off the dash panel and retraced the blue wire. It was not connected to what I thought it was at first, but it did run into this

Now the red wire that is cut to the side was already cut when I got to it. I traced it back more and it did lead to the connector above the fuse panel but was strung along by more connectors. (Basically every blue wire in that picture was the same wire chopped up) I cut the wire off and put tape around it. I am so confused as to what he used it for.
And that green wire connector has no mate under the dash, it is just floating there taunting me.

when i get a chance, i'll go pull the lower panel on my DX sedan and see if i can find where that plug goes.
