Need internal wastegate help!!!

well when me and my tuner were out street tuning my car it would not go all the way into boost. The internal wastegate is set at 5lbs and the most we could get out of it was 2.3 lbs. he told me it might be where the wastegate isnt closing all the way so its allowing the extra boost out. how does that sound?? need help asap. thanks

a wastegate not closing all the way won't limit your peak boost, it will make boost slower to come on. a worn out, malfunctioning, or stuck wastegate actuator WILL cause similar problems.

my suggestion: check for boost leaks in your intake and charge piping. check your vacuum lines to your wastegate, then check your wastegate.

what kind of turbo?

t25 turbo and yea the tuner said sumthin about an actuator.
