Need some help solving a problem.

I have a 94 honda civic with a 95 engine and transmition. Last year I purchased a 95 honda civic that had be fixed up, a lot of work and replacements done. I'm not positive the engine is a 95. :-/ I was in an accident in this car, the car was totalled, but the engine and transmission were untouched to our knowledge. I then bought my 94 and had the 95 engine/trans put into my 94. So far I have not had one problem on my end, except that, it won't pass smog. It's been tagged as a gross polluter. I've taken the car to a dealship to be fixed... they wanted nearly 2k for the work/parts. We got a list of parts that needed to be replaced. I have had everything BUT the catalytic converter replaced, but the tech from the dealership said that it didn't HAVE to be done, that it was just ok. The car is still failing smog, it's running extremely rich. The tech also suggested something about a screw in the engine and adjusting it (good thing it's not me doing the work lol!). This engine when it was in the 95 passed smog.

My problem is, I'm out of people who can help me. All of the mechanic shops in my area have told me there's nothing else they can do, it's "above their pay scale." The dealer tech said an O2 censor was bad, it's been replaced; idle air control valve, been replaced; cracked exhaust resonator, it's been fixed; and the part about the catalytic converter.(sorry for any spelling errors the spell check isn't working lol)

Any CEL codes?

Have you done a complete ignition system tune up - plugs, wires, cap, rotor, ignition timing?
