new carb law?

so my friend just texted me and told me that to bad my cars a 96 because they just past a law that anything 95 and older doesnt need carb legal parts so i would like to hear from everyone else if this is true or not. i tried looking it up but couldnt really find anything

I doubt very seriously about that.

When it comes to the California Air Resources Board, they will never exclude years that had factory SMOG devices.

yea that sounds like BS ... the only new law on the books for 95 and older is there is now an EVAP test on the smog which costs $10 extra and many people with pickup trucks are having to replace the fuel filler neck

furthermore, everything is supposed to have the factory devices, even stuff older than 75 thats exempt from biannual smog

I sold my 72 Datsun 510 with 95 240sx KA24de swapped in after johnny law got ahold of me.

Smog exempt just means from bi annual smog tests, nothing more.

Needless to say i was pissed so i moved on
I had a fairly agressive LSD and stiff suspension.

Was headed to pick and pull to grab some stuff, had my tools in trunk. Made a turn onto a busy street that has those ripples in the road from traffic and my car chirped over them.

Cop with a stick in his ass pulled me over for exhibition of speed, wich he "let go" because i cooperated by popping my hood.
I only know of 2 510's in cali that have legal motor swaps, both are single cam ka24e's.

I wasnt interested in what i had to do to make it compliant.

Stock emissions:
all emissions crap on motor
2 OEM cat's
2 o2 sensors, rear heated
obd2 port interfaced with cluster
Full 240sx spec obd2 evap system, so basically had to find an obd2 240sx gas tank and shove it in my car
working CEL
OEM intake tube and airbox, (no way to fit that in my car, it sticks out to far and would be hanging outside)

Belive me i actually considered it. I went to the BAR ref and he told me all this stuff and said good lick basically :laughing:
Want me to scan the list of what the bar ref had as a 95 ka requirements?

The 95 ka i had was obd1..... the early ones were. He wanted obd2 compliant because thats what his list had it as (per the number on my ecu), so it basically fell under the 96+ requirements

Stock 510 tank isnt pressurized, doesnt have evap. So i couldnt just run the tank stuff, i would have had to change the tank.

Carb compliant short ram intakes still go forward too far. My waterpump pulley was touching my elec fan on my radiator, there was no way i could follow the route of the stock air tube and go across the motor to the drivers side.

I had to relocate the o2 sensor on the stock manifold. This was an issue as well. Stock o2 output is right in way of steering box. No way around that.

I was big in the 510 scene, and it is pretty close knit community so when i brought all this up on the forums, im sure i would have known of any others. I know there are alot of people that are not on the internet, but they are in other places.

So it was a mix of mis information that the ref had, and the fact that it was a waste of my time to do all that.

here is list of what ref wanted.

pcv, evap, twc, fr, bp/egr, spl, h 02s's, cec, mil, evap-vc, evap-cs, bp/egr-cs, bp/egr-ts, spk-cc.



So thats 2 02 sensors. I have the list that he has for s-13 ka as well.

He had listed on checklist page.
"install two oem heated oxygen sensors to oem configuration for 1995 Nissan 240sx 2.4l"

I was going to switch my motor to make it an s13, I had everything i needed But the PAIR valve off the exhaust will not fit with stock 510 steering. Also i would have had to grab an s13 harness because i needed wiring for flapper valves in intake.
