newbie questions bout vtec-e

i asked this earlier but my computer messed up i have a 96 civic hx vtec-e d16y5 when i drive the car it hits vtec really loud then just stays at 6500 it will not even go to rev limiter would like to know how to make the vtec run like the z6 or y8 or if the problem can be fixed without puttin parts on thanks for the input

if you could hear the vtec on a y5 then something is wrong with your car

i bought a skunk2 stage 2 cam and gettin ready to buy a p28 computer would this help out any at all or will it still have the same problem
