o2 low volt code

I'm new to the site and I'm having a bit of trouble getting my car to pass emissions. I have been running a p28 obd 1 computer in my '00 civic ex and when I put back in the obd2 computer the code made my CEL light come on. The code is P0137 saying I have low voltage to the o2 sensor on the cat. We have tried running a new wire to the ecu and replacing the o2 sensor. Anyone have any other suggestions on what to look for?

the beauty of obdII is that it is a universal diagnostic system, no matter the car, so you can search blanket terms to find your problem. i would start with replacing your sensor, but make sure you have no exhaust leaks. i will provide a link to code p0137 from obd-II codes and their most common causes and solutions. i used my google toolbar search with "troubleshoot a code p0137" and got to this page.
http://www.obd-codes.com/p0137
it details very clearly what your issues may be. if you have any further questions please ask away.

Thanks for the help. I just replaced the sensor and made sure there are no exhaust leaks. Do you know how I would go about testing for a plugged catalytic converter?

you dont have a plugged cat, the car wont run if you do. what makes you think that it is clogged?

I have tried everything else I have even had it into two repair shops one of them being a Honda dealer and they cant figure it out either. I had one shop tell me it was the ECU which I highly doubt it is because I put a different ECU out of a friends car with the same results. As of lately I have noticed that the car is running a bit rough and have not been able to figure out why.

you only have the one code? what kind of rough idle are you seeing? have you addressed alternator/rotor cap/ spark wire/ spark plugs? how many miles are on the motor?

It is actually showing both the high voltage p0138 and low voltage p0137 on the scanner. The idle problem is after the car warms up sitting at idle sometimes the car will bog down almost to the point where it stops running and then will bounce back up to around 1000 rpm a few times

you said you replaced the o2. what o2 did you use? make sure the wire you replaced is proper gauge, there is nothing interfering with the wire. how does the harness look where this taps off of?

The o2 sensor was done at a shop and it looks fine how it is done the correct gauge wire and correct connections. I was reading on another post about a blue and grey plug underneath the intake manifold that had something to do with it. Do you know anything about that?

unless its hooked to the o2 sensor i doubt it would have anything to do with your issue. what dealer have you taken this to that cant pin point it?

The secondary O2 sensor has 4 wires, 2 for the heater element (2 Blk/Wht wires on wire harness side of O2 sensor connector) and 2 for the O2 sensor element (Wht/Red and Grn/Wht wires on wire harness side of O2 sensor connector). Both P0138 and P0137 are codes for the O2 sensor element. Therefore, you need to use a multimeter to test individually the Wht/Red wire and Grn/Wht wire that run to ECU A23 and C18, respectively, for an open or short.

I made a mistake earlier its p0136 and p0137 that the car is throwing. I am going to test the wiring again tomorrow for any shorts. Thanks for the help

It's the p2p ecu that comes stock in the car. I'm taking it into the Honda dealer this week to see what they say
