o2 sensor low volt

I'm new to the site and I'm having a bit of trouble getting my car to pass emissions. I have been running a p28 obd 1 computer in my '00 civic ex and when I put back in the obd2 computer the code made my CEL light come on. The code is P0137 saying I have low voltage to the o2 sensor on the cat. We have tried running a new wire to the ecu and replacing the o2 sensor. Anyone have any other suggestions on what to look for?
