oil problems

That 1989 Accord I have has a wierd problem. It has high oil pressure and low oil temperature and the turbocharger won't develop more than 28 psi and its making a high pitched screeching sound. The high oil pressure/low oil temperature problem started at the same time. Could water be leaking into the oil because its a water cooled turbocharger.
