From what another member posted on here yes, you can switch an internal wg with an external. The only advantage that I can think of is switching the springs to adjust the psi but I'm sure there maybe more advantages. In looking at a used turbo you must look at the shaft play ;) You want as little shaft play as possible if any

it depends on the turbo. some can be as much as 14.5 psi, or as little as 5. internal wastegates are more prone to have boost creep than external. and like biz said you can change out the spring should you need to

and get a block off plate, otherwise you would be losing boost through the huge hole where it use to be.

to switch to an external wastegate, you pull off the old downpipe, and part of the turbine housing, exposing the flapper. you weld the flapper shut, reinstall the dp, and then install the external wg. internal wg's are adjustable, they just dont have as much area to flow the necessary exhaust gas to bypass the turbine to keep a true wide range of adjustability without spiking. the smallest external wg you see are 38mm, and even the largest internal wg's rarely come close to that size. internals are not without their plus's though, they have very fast response time, they are more compact, and they keep the exhaust confined to the downpipe, instead of having an open dump, which is loud and doesnt pass emissions.
