what type of paint should i use to paint my dash vents and speakers

If you choose to paint interior i would get model spray paint or paint for plastic..then a clear coat paint to make it shiny if you like that kind of thing. Make sure you at least lightly sand the surface with fine sandpaper to ensure it sticks and lasts.

Krylon fusion works great! Holds its color for years! Painted some interior pieces in my old Dodge Dakota. Had that truck for five years and the pieces still looked great when I sold it.

most any spray paint that is labeled as "for plastics" will work. I like flat paints best IMO

Just don't paint it an obnoxious color; I painted mine vogue silver.. like the exterior of my car. Black is a good color for them too.
