Please Help Shorting out problem!!!!!

i have a 95 civic dx and for some reason when i drive it in the rain it shorts out my tail lights and my gauge cluster lights i have resealed the bottem of the windsheild i had made sure my tails arnt leaking and i am completely clueless. there is a spot on the passanger side of the car where when it rains heavy water leaks into the car from above the blower motor. any ideas i would appreciate them greatly!!! thanks for the help in advance

also i notice one of the lights in my climate control unit goes in and out and if i tap on it it comes back on. if thats the problem how do i take the unit out to fix/disable the light

well it did it again tonight on the way home from work and its not wet out so i am clueless. i really dont have the time or money to take it to a dealer any help please??!!!
