So I had this problem that while I was cruising at less than 1/4 throttle my car would start to cut power when I tried to accelerate from having my gas pedal at cruise position. When I would hit the gas it would start chugging like it wasn't getting any gas, but if I let all the way off and then hit the throttle it would take off. I was also getting terrible gas mileage.
A couple weeks before I had installed a header and full exhaust for my D16Y7. I was throwing a code for the O2 sensor so I bought one of the extenders to trick the O2 sensor into thinking there was still a cat. That's when all of these problems started. I tried taking the car to a shop, but they couldn't figure out the problem. I looked it over a little more and decided that I would try a couple of things and see what would happen. I moved the O2 extender from the secondary O2 to the primary O2. I then changed the distributor cap and rotor (which needed to be done really bad). After that I checked the spark plugs and 2 were loose. Once I made all of these changes, the car runs perfectly and the gas mileage is back to normal.
I just wanted to throw out my solution in case anyone else was having the same problem.
