question to air conditioning system experts

I'm going to switch Hondas with my brother. His has ac but I don't think he's had it serviced in years. It still works, but I'm concerned that the amount of Freon might be a little low and that it would not be good for the compressor etc.

I've read and viewed conflicting things on the net.

1. It is ok to top off the system, using the manifold gauge set with the three dials to make sure the high and low side pressure are kept within specs

the other recommendation is that

2. anytime you add Freon the whole system needs to be vacuumed of all Freon and also the proper amount of refrigerant oil needs to be in the system, ie need to add oil.

Is there an expert who can let me know what the correct way is? and maybe a link to how to properly do this (I would plan on borrowing or buying the gauges and vacuum pump.

Or

3. leave well enough alone if the system appears to be working properly.
