Basically just pop them up, then move them to where you want it.... Just dont pop them up or down again or you'll have to do it again....

There is an actual mod you can do to have it like that permanently and have the headlights work right.... Basically you just replace it with the rectangle foglights and mess with the mechanism a bit....

But thats a bit more involved....
