Rear brake locking up

I have a 96 civic with rear drum brakes...one wheel keeps locking up and when I have the drum off it feels less "tight" than the one on the other side...like I can move the shoes up and down quite easily....it's not the Ebrake I have disconnected that in the drum....could the springs in there be worn out and allowing the adjuster to adjust to much? When I reset the adjuster is seems to work fine until after 5-10 reverse brakes ...any ideas?

It might be the springs. U can have a brake shop look at it and tell you whats wrong and then fix it yourself

It was the spring holding the bottom of the shoes...thanks
