I have a 00 civic EX and had a check engine light on for about a year now lol and need to change the O2 sensor. For starters what is a good brand to use that is plug and play no splicing wires or shenanigans but isnt going to cost the 250 from honda. Any recommendations on what to use?

Also with it giving me a check engine light will it help gas mileage at all or any power difference? I have heard it really doesn't do much

yes the gas mileage and power can be hurt from certain CEL's, and with it being your o2 sensor the power/gas mileage is effected..i recommend oem when it comes to o2 sensors that way you know its not a hit or miss type deal, but many people just go with cheap auto store ones too

A bad rear/secondary O2 sensor will not affect gas mileage. It's just for emissions purposes.

Is the CEL code for the sensor or the heater element? Post the specific code.

I took it to autozone a while back I believe it's the heater circuit

Measure the resistance of the heater element (10-40 Ohms = spec) and whether the heater element gets battery voltage.
