There are far easier ways to accomplish colored interior lighting with LEDs than the link in oc_civic's sig. While I cannot argue with the results, his lighting looks superb, there are much less time consuming and invasive ways to do it. There are products available now that weren't available when he did his interior lighting.
There are two basic ways to go about changing your interior lighting: Glass and LED. Glass will give you a more subtle, OEM-quality light, while LEDs will give you a more vibrant color. For glass, there's only one option per bulb size, just various colors. With the LEDs, I recommend the Tri-Power four-LED #24's, and the Four-Star #194 bulb. Regardless of what you choose, this is what you will need:

As for your climate control, you use neo wedge twist-out bulbs, unlike in a 96-98, where you use two #74 bulbs. I'm not sure if the 10mm x 13mm LED neo wedges on the site will fit or work, but if not, you can replace the bulbs in your stock twist-outs with 1mm red LEDs.
However, cost is a concern. If you buy glass bulbs, you'll spend around $12 shipped, where if you buy LEDs, you end up paying near $50 shipped.
