right turn signal not working

hey guys need help bad
my right turn signal does not work when the parking lights or headlights are on. the signal works when there are no lights on. fuses are good too. hazards work perfect as well as left turn signal.

the right just does not turn on or even indicate in the cluster that its working. something is up when i try to signal right with the lights on. switch was replaced too

any thoughts...

i have a 96 civic ex

pulled the front turn signal bulb out and now the right works but flashes fast... change bulbs too and still acts up

Check the ground and wiring around it to see if it's been messed with for starters.
