Seat belt very uncomfortable in my 2000 SI

I've only had the car a couple of months. The driver's side seat belt doesn't work right. There's hardly any tension when the belt retracts up to the B pillar but there's too much tension when I pull it out to wear. It pulls harder and harder as I drive but doesn't lock up solid. I can lean forward and pull out some slack but it gets really tight again in only a few miles.

Somewhere I read a thread with a list of known issues with this car and the seat belts were listed about the non-retraction problem. Apparently it was a common complain when the cars were new and the dealers were instructed to replace the tensioner mechanism.

Here's my question - can anybody tell me if a brand new OEM seatbelt will fix my problem? I've never had a complaint like this in any other car so it's not just a personal sensitivity, there's something wrong with my car.

Is this for EM1's only? I don't have this problem in my 99 EX.

Honda carries a lifetime seatbelt warranty on ALL honda vehicles. Most people never experience any problems though

My '96 doesn't retract when I get out of the car or whatever, but when I wear it it has tension and locks when I yank on it. This is obviously not the same problem though...
