Signal, Power Lock Issue ....

I own a 99 Civic Sedan & I'm having a small issue.

Well I already replaced the bulbs twice, but it didn't help. The front left signal doesn't even switch on & the read blinks super fast. <-- How can I resolve this?!

Also my power locks no longer work. <--- How can I resolve this?!

Locks - check fuses 14 and 51.

Check whether the turn signal bulb receptacle gets voltage.

It's not in my engine bay ... I guess I'll check under the steering wheel?!

Fuse 51 is under the hood and fuse 14 is under the dash.
