smog test help

1996 honda civic ex ek hatch
hey guys new here.
got a smog test
car had been sitting for a few weeks with the battery disconnected
guy started up every other day
rolled up to the smog station a few miles away
test failed and said my timing was off and the computer didn't turn on
it passed the 15mph but not the 25mph
it has carb legal aem intake
carb legal dc headers
and it does have a cat
the smog guy said I should drive around for 50 miles and fix the timing
the sellers friend said hes 98 percent sure the timing will fix it and make it pass smog
he has a smog shop
I just wanna make sure its not the cat
opinions answers thoughts welcome

If the timing is off, fix the timing. Checking the timing is way easier and cheaper than replacing a cat. Unless your mechanical timing is way off, then you have to pay someone to adjust your timing belt (unless you do it yourself - then it's still cheaper than replacing a cat). If your ignition timing is off, shifting the distributor is free, unless you need to buy a ratchet and 12mm socket... (You'll need to rent a timing light if you do not already have one)
