So today at school, while looking for parking, a car was pulling out and another car was waiting for that spot and I was in front of those car waiting for them to get their cars out when I saw the car next to my door start backing up, I went into reverse and started backing up to avoid getting hit, not to slam on the gas in case someone was behind me, and well she hit my car's right side bumper getting it some scratches and causing the bumper not to sit flush with the headlight and fender. She said she was willing to pay for it if we didn't get our insurance involved. So I got her number and license plate and left. Now she is calling me saying her insurance company said its not her fault and that I pulled up behind her and that she has a witness to all this when she left right after the accident. SO no she wants me to decide to make a report, but if I do, it's going to be my fault. Which sounds kinda fishy since if its my fault she would claim it anyways. She says she has the witness's number and I asked for it but she hasn't sent me the number as I'm typing right now. So what should I do, is she trying to scare me out of making a claim stating it was my fault or is she trying to BS her way out of it.

First thing in any collision - minor or not - when they don't want to involve insurance, is to call the police and fill a report.

Those people who don't want to get insurance involved are weaseling their way out of paying and turning s**t on you, or they don't have insurance coverage.

something like this happened to my car i was pulled over and a guy sideswiped my car. then he told me that he would pay for my back bumper and the scratches but when i asked for his name he didnt wanna give me his full name so i was like alright can i see ur license so i can right down ur license number and he told me he didnt have it. So now thats when i took his License plate down and he decided to leave so what i did was i went to the registry got his insurance info then went to the police station and filled out a hit and run report and then i called his insurance and also filled one out with them. Then after like a month they sent me a check for $600.
