Speedometer Stays at 20?

When I turn on the car the mph needle shoots up to about 35 then drops to 19-22mph, then when I take off the mph needle starts to shake up and down. Then once I start going faster(20+mph) the needle just stays at 20mph.
What could it be?

SRS stays on for about 3 seconds when I start the car and thats it.

What you describe appears to be a fault with the speed sensor or your speedometer head gauge, but both these things will send the codes to your ecu.

A bad speedometer won't necessarily throw CEL code. The speedometer is probably bad.

The SRS light is not a problem. That's normal.
