Srs light

Hopefully someone can help me here. So I got a 96 civic few weeks ago the srs light is on. I go underdash where plug to do reset well there is 1 wire in both sides of plug. If I take this out it will not start. I need to figure this out...

So someone use that wire to jump it and complete the circuit, it looks like.
My question is where is the harness that plugs into that?

If you take that wire out, the car will not start, meaning what?
Does it crank over or does it loose all power?

That plug is only to diagnose why light is on amd to reset the light. And the car doesnt do anything when turn the key all lights stay on and everything just dont crank. Thats why i am so confussed
