Steering Wheel Shaking over 70mph

Hi all. I just replaced the CV Axles, inner and outer tie rods, front wheel bearings, brake pads and rotors on my 99 Civic VP. I took it to the local Goodyear for an alignment and had the Mechanic check over my work to see if everything was good and tight. He said everything looked nice and tight. The steering wheel will shake at 70mph and over but funny thing is that it isn't a constant shake, sometimes it goes away for 20 to 30 secs and then comes back. Advice on what to do?

How old are the tires?

And what brand? Cheap tire brands are known to be less smooth during higher speeds.

Did you balance tires?

you said it all aside from wheel balance, this might be the cause
