Steering wheel squeaks when turned

HI,,,,,I have a standard year 2000 civic which is going really well for its year....The othe day a squeaking sound came into the steering wheel when i turn it whether engine on or not.........Would this be a ball joint or cv joint that needs replacing and woud it be expensive.....................Many Thanks

Have lower and upper ball joints checked.
