steering wheel srs and safety check

okay so i was wondering...what would happen if i installed a steering wheel like this



into a 1994 civic coupe, which has a airbag steering wheel like this:



what do they actually do when they check you at a safety check? would they actually notice? whats to stop me from just going with the swap and pulling/tripping the SRS light or something? i can understand having troubles with a steering wheel like this



where its really obvious that you no longer have a airbag

since i mean there once was a time when the airbags were optional on this particular model (1992-1995) so if i swapped it out and removed any trace of it ever having SRS is there any kind of previous paperwork or something that would instantly throw a reg flag? (other than inspectors experience that the steering wheel looks off)

if by safety check you mean like inspection.. i would say it depends on the individual state.. REMOVING safety equipment is illegal in most (if not all) states.. so i am sure if they wanted to b***h they could.. but they would have to KNOW what they are looking for.. I had a 98 civic with NO airbags and never had any legal issues.. but that is all luck and chance as with any modification that violates motor vehicle code..

you could get lucky and NEVER have a problem..
OR
you could get pulled over 3 times in the same week and get bitched at..

there is really no way for us to tell you.. but i would think if you pulled the SRS light and went with an OEM wheel that didnt have an airbag.. it would be pretty unlikely that a random traffic cop would know.. it would likely take inspection OR some kind of checkpoint where they are SPECIFICALLY looking for certain things for you to have a problem..
